Abstract
This study analyzes the role of health surveillance in controlling the quality and safety of food sold in informal markets in Angola, with emphasis on the challenges and prospects related to the performance of the National Authority for Economic Inspection and Food Safety (ANIESA). Informal markets play a central role in food supply and income generation for a large part of the Angolan population; however, they often operate under precarious conditions of hygiene, storage, preservation, and food handling, increasing risks to public health. The study aims to understand how health surveillance has contributed to addressing these risks and which structural, institutional, and sociocultural limitations affect the effectiveness of its actions. Methodologically, this is a qualitative, exploratory, and descriptive study based on bibliographic review and documentary analysis of scientific studies, institutional reports, and Angolan legislation published between 2020 and 2026. The findings indicate that the creation of ANIESA represented an important institutional advance by strengthening the country’s regulatory and inspection framework. Nevertheless, significant obstacles remain, such as the territorial dispersion of informal markets, poor infrastructure, shortage of human and technical resources, intermittent inspection, and the resistance of some vendors to formalization. It is concluded that the effectiveness of health surveillance in Angolan informal markets depends on an integrated approach that combines inspection, sanitary education, infrastructure improvement, institutional strengthening, and intersectoral cooperation in order to ensure food safety and protect collective health.
